Forwardport for https://github.com/magento-engcom/magento2ce/pull/1207

Adds locale for Swedish (Finland).

Fixed Issues (if relevant)

1. No locale for Swedish (Finland) #13095: No locale for Swedish (Finland)

Manual testing scenarios

1. Login to admin.
2. Go to Stores > Configuration > General > General > Locale Options > Locale.
3. Check Swedish (Finland) presents in list of locales.
4. Shoose Swedish (Finland) locale and save config.
5. Create sv_FI.csv file with content ex:
   "Default welcome msg!","Default welcome msg! edited"
6. Put sv_FI.csv into app/design/frontend/Magento/luma/i18n
7. Clean up cache, deploy static content.
8. Navigate to storefront.
9. Check Default welcome message, it should be "Default welcome msg! edited".
