When we run the ci, it installs all python dependencies using through of requirements files. We should use the poetry command for this.

This pr implement the poetry install command for installation dependencies and poetry run for run the commands as:

  • poetry run make test for the run the tests
  • poetry run make test for the quality code

Close #3
