Ignore dirty files on first pass of mlWatch #232
Description
Basically, on the first pass, pretend to load everything so that timestamps are updated, but don't update anything. This allows for pointing mlWatch at an environment to do e.g. hotfixes without processing every file that hasn't been loaded yet - will only process files modified after mlWatch is started.
