CI/CD Optimization

• Eliminated duplicate test suite runs when staging built-in extensions, reducing overall release pipeline duration
• Removed npm audit from release evidence collection in favor of Dependabot-based dependency scanning
• Accelerated packed extension installation tests by skipping npm's audit request

Test Execution

• Refactored bootstrap tests to retry when reserved loopback ports are temporarily unavailable, improving reliability in constrained environments
• Ensured server-core builds complete before packed SSH host tests begin, preventing race conditions
