Why are we pinning to 0.15.x? Is there a known incompatibility with the current 0.16.x? Also, what is the update strategy? When do we update? Who does it? Are there any specific checks to be made? |

This adds a pin to the version of
pydata-sphinx-theme, to add consistency across repositories that generate pages served under matplotlib.org.
