Switch outdated settings to the modern equivalent

What it says on the tin.

But here's some details:

  • Removes references to synapse.app.federation_sender and switch to synapse.app.generic_worker. Use federation_sender_instances instead of send_federation. Federation sending is disabled in the default configuration.
    • To disable federation sending during tests, set federation_sender_instances: [] (an empty list).
    • To re-enable it for the main process, either:
      • .pop() it from the default config(e.g. config.pop("federation_sender_instances") or,
      • set federation_sender_instances: None.
  • Removes references to synapse.app.pusher and switch to synapse.app.generic_worker. Use pusher_instances instead of start_pushers. Pushing is active for the main process by default.
    • To disable pushing during tests, set pusher_instances: [] (an empty list).
    • To enable(after disabling for a test) either:
      • .pop() it from the default config(e.g. config.pop("pusher_instances") or,
      • set pusher_instances: None.
  • Switch synapse.app.client_reader to synapse.app.generic_worker. The client reader historically had other special functionality that had to do with registration. Are these tests duplicated somewhere I couldn't find?
  • Use update_user_directory_from_worker instead of update_user_directory. This function is disabled by default.
    • To disable this function during tests, set an obviously update_user_directory_from_worker: "Fake_user_name" so any given simulated instance knows that it is not doing the work.
    • To re-enable, either:
      • .pop() it from the default config(e.g. config.pop("update_user_directory_from_worker") to restore the function for the main process
      • Set update_user_directory_from_worker: None.

By setting 'update_user_directory_from_worker' to 'None', it disables the functionality(and I added that comment where the default config is written out). If you need to re-enable this functionality on master, either .pop() that value or alternatively set it to master which appears to work as well.

I think I got everything. Please help with filling out the docstrings in the new changes, as I don't know how generic they need to be since I don't fully understand some of that stuff.

The 1.76 release is the first to enable faster joins ([MSC3706](matrix-org/matrix-spec-proposals#3706) and [MSC3902](matrix-org/matrix-spec-proposals#3902)) by default. Admins can opt-out: see [the upgrade notes](https://github.com/matrix-org/synapse/blob/release-v1.76/docs/upgrade.md#faster-joins-are-enabled-by-default) for more details.

The upgrade from 1.75 to 1.76 changes the account data replication streams in a backwards-incompatible manner. Server operators running a multi-worker deployment should consult [the upgrade notes](https://github.com/matrix-org/synapse/blob/release-v1.76/docs/upgrade.md#changes-to-the-account-data-replication-streams).

Those who are `poetry install`ing from source using our lockfile should ensure their poetry version is 1.3.2 or higher; [see upgrade notes](https://github.com/matrix-org/synapse/blob/release-v1.76/docs/upgrade.md#minimum-version-of-poetry-is-now-132).


Notes on faster joins
---------------------

The faster joins project sees the most benefit when joining a room with a large number of members (joined or historical). We expect it to be particularly useful for joining large public rooms like the [Matrix HQ](https://matrix.to/#/#matrix:matrix.org) or [Synapse Admins](https://matrix.to/#/#synapse:matrix.org) rooms.

After a faster join, Synapse considers that room "partially joined". In this state, you should be able to

- read incoming messages;
- see incoming state changes, e.g. room topic changes; and
- send messages, if the room is unencrypted.

Synapse has to spend more effort to complete the join in the background. Once this finishes, you will be able to

- send messages, if the room is in encrypted;
- retrieve room history from before your join, if permitted by the room settings; and
- access the full list of room members.
