v0.16.26 cleared the wayland-sys probe but tripped on libspa-sys's
unconditional pkg-config probe for libpipewire-0.3. Fix landed on
main as 5a81fb1ed2 (apt-get install libpipewire-0.3-dev added to
the shared Linux deps step). Since Release runs only on tag push,
this bp is the first tag that picks up the new release.yml.

No code changes vs. v0.16.26. 10 standard version-string bumps
for the meta cargo-doc-version-sync + man-page-version-sync gates.
