[Feature Suggestion] Merge Reapeater / Room Server code.

Given Room Servers can repeat with slightly limited functionality(cannot see neighbours for example) seems to be significant overlap.

Simplify development & also deployment of nodes by merging Repeater & Roomserver into single instance.

Enable Repeat & or Room(s) via toggles in settings.

there is bigger chance of us removing repeat ability from room servers altogether, because:

1. it violates role separation
2. if you have busy repeater, it won't be able to do room duty well.
