Cannot remote admin Repeater from companion

Hardware: Seeed Sensecap Solar
Version: 1.9.1

Some of in us PugetMesh have noticed this issue on a few repeaters.

The repeater works as a repeater fine.
You can login to it from a companion.
You can request stats.
You cannot:

• Send any CLI commands. No response.
• Use any of the settings pages. Time out.

Also tried:

• Rebooting
• Upgrading from 1.9.0 to 1.9.1

Tested Companion:

Heltec v3

• USB connection to MacOS
• Meschcore web app over USB

This might be a dupe of #947

That other issues assumes this is a Heltec specific bug, but I can reproduce from a TDECK as well.
