Thank you @atalman . This has fixed most cuda jobs. The failure on cuda + ffmpeg5 is known, so we can ignore it. I will push the same change for the doc job (also relying on CUDA) and merge.
As discussed, we'll put back cuda-version 11.8 and 12.4 later when test-infra supports them.

Removes CUDA 12.1 builds
Limit Install-Test to only cuda 12.6 builds for now
