Frame 289 is sometimes used as the last frame of a video, but the correct last frame is at index 389. This PR removes the checked in frame tensor, and updates tests to use the last frame.
Additionally, the frame at this index is not generated by the
generate_reference_resources.pyscript, so it should not be checked in to the repo.
