Reverse dependencies appears to be missing some items

Take a look at https://metacpan.org/requires/distribution/Code-TidyAll?sort=[[1,0]]

There are a fair number of Code-TidyAll-Plugin-X distros on CPAN and all of them should show up here but I only see 2. I also have some code that uses the client and calls ->rev_deps(q{Code::TidyAll}) in Test-DependentModules, and that's not returning any of the plugins.

I think maybe something changed recently so that this is looking at module dependencies rather than resolving a particular module back to the distro it's in.
