[Help wanted] Support for a Mobile app webview

The goal is to be able to run node-matter from a mobile app (iOs or Android).

There are two paths possible: run inside a node.js container, run inside a webview
The preferred one would be to run inside a webview, since this will have a smaller footprint.

Tasks to run into a webview:

• same as running as a Chrome extension intiially
• implements the webview APIs. Some will require some help of the webview app shell, but since this is pretty standard APIs (UDP communication), probably a standard app shell can be used
• write a demo app, probably similar to CHIPTool android app and publish it on Android / iOs stores
