This is blocked on the AppVeyor issue. I don't know if the Python 3.14 installer ignores the TargetDir parameter, or if the executable is named differently/located in a subdirectory. I don' t have a Windows machine to test.
One option would be to drop AppVeyor and test Windows using GitHub Actions. If someone could point me to an example, I'd be grateful.
