Sharing the library with another organisation gives members of that organisation read-only access: they can use the library but not update it.
for all organisations I'm in, show libraries shared with that organisation

this allows e.g. Chigley Community Energy to share a library with Sandford CIC, giving the members
of Sandford CIC read-only access to that library
note that this is just the database & view code - there's currently no endpoint or frontend code to actually do the sharing.
