Steps to reproduce the issue

Follow the instructions from https://micro.ros.org//docs/tutorials/core/first_application_rtos/zephyr/

Actual behavior

When running:

# Create step
ros2 run micro_ros_setup create_firmware_ws.sh zephyr olimex-stm32-e407

got error:
ERROR: pip's dependency resolver does not currently take into account all the packages that are installed. This behaviour is the source of the following dependency conflicts.
