Telemetry App: Duplicate in AAD tenant mapping gives poor error.

If there's a duplicate in this json file there is a "backend error" in that hints what the problem is, but the error presented to the user is a generic "it broke" message.

IMO: a duplicate in this table isn't unlikely and should be catered for,
