that is the expected behavior, can you explain what you are trying to achieve, since remapping ctrl + v and expecting to still work are contradictory things.

Can you take a screenshot keyboard remappings? Right now how i'm reading this is you've remapped over Ctrl+V and without a mapping to Ctrl+V to paste.

If the Paste As Keyboard Input feature and Paste With Mouse Click feature work separately on the Clipboard, that's a problem that've been solved.
