Customizable DPI/Monitor Scaling

Windows only allows display scaling down to 100%. It would be nice if we could adjust that lower to fit more on a screen. Similar to how Linux (Mate desktop) allows adjusting DPI, effectively making everything a bit smaller so more fits on the same resolution.

75% scaling would be wicked on 1366 laptops, and all the plumbing is already in place to make it happen. Also, 1080p 27" monitors are sadly a thing and could benefit from this too.

first bit of investigation is what are the OS level checks here for the min value. We need to verify if it is hardcoded to 100. The public API doc makes me think it is.

Would it be possible to give a screenshot of what your desktop is now with a few apps open then use like Photoshop/Gimp to resize the windows to where you'd want them to render as?
