PowerToys Run: If Windows dialogue window is open, Run will open but fail to take proper focus. #5009

Environment
Windows build number: Microsoft Windows [Version 10.0.19041.388]
PowerToys version: v0.19.1
PowerToy module for which you are reporting the bug (if applicable): Run
Steps to reproduce
Open the start menu, action center, or any sort of dialogue connected to the taskbar, and press the shortcut to open PT Run.
Expected behavior
On open, current focused window to either close or become unfocused, and for PT Run to take keyboard and window focus.
Actual behavior
PT Run will open, but it will fail to take keyboard focus and will either send keyboard to the previously opened window or not send it anywhere. You have to then click on the run prompt to regain focus then type your search or press escape to close.
