Internet shortcut apps don't show up on being created because the file is being written to

This bug is related to the changes in this PR - #4960.

Steps to reproduce

• Install a game using steam or epic games.

Expected behavior

• The app should show up.

Actual behavior

• The app does not show up sometimes because it is being written to line by line, by the app that is creating it. Adding a try catch block and retrying up to 5 times did not fix it.
