[PowerToys Run launcher] Add bing autosuggest/search support as a plugin

By adding autosuggest/search support to the launcher, user don't need to open a browser window and open bing.com for web search. Instead they can just type "b<space>starbucks" or "bing<space>starbucks" and get web search results.

Since bing.com also supports map/image/shop search, the launcher can provide additional customized support. You might want to check my 2019 hackathon project.
