SQL Publish preview is locking the dll blocking subsequent builds #20815

Open the sql project
Publish the project by selecting a profile and generating script
Build
Get warning MSB3026 - Could not copy the dll because it is being used by another process. The file is locked by: "SqlTools Editor Services Host Protocol Library (36268)" this happens a few times then it turns into an error MSB3027 and it fails.
This was fine before when there was no user interface for setting up the publish but since it has become "Publish (Preview)" it happens every time. The only way I can get it to build again is to close and reopen visual code.
