Control Flow Guard disabled for native dlls of microsoft.testing.extensions.codecoverage

Windows native dlls for microsoft.testing.extensions.codecoverage version 17.13.1 are flagging via BinSkim for not having ControlFlowGuard enabled: https://github.com/microsoft/binskim/blob/main/docs/BinSkimRules.md#rule-BA2008EnableControlFlowGuard
Native dll's covrun32.dll, covrun64.dll, covrunarm64.dll, and external dll packages in runtimes folder msdia140.dll are flagging for ControlFlowGuard being disabled via BinSkim.
