Automatic Provisioning of Lab VMs

We need to work with the Cloud Test and SCORE (internal) teams to set up automation to provision the VMs dynamically in the lab environment.

These issues need to be resolved first:
#387 --- lab machines need easy access to windows builds
#221 --- perf metrics vary machine to machine
#392 --- have a way to push test metrics to dependent projects.
#385 --- expand stateless cluster
#395 --- expand vm checkpoints to use vm lifecycle management APIs

Reach goal:
#391 --- utilize a 1P Azure solution for this problem.

We need to have a rock solid system for provisioning, running, and destroying ephermal vms on our on-premise lab.
