vmm_tests/tdx: verify proxy interrupt redirection works with a vmm test and updated runners

Verify both the explicit disable case and the proxy interrupt redirection case when we can update the TDX runners and onboard the right test for it. 

TODO: Does this require real HW or is an emulated NVMe device enough?
