[Bug]: Playwright Test Agent Generator in Copilot does not create Folder or File automatically. #38088

Steps to reproduce
Generator, Claude Sonnet 4.5
Prompt:
Go to https://demoqa.com/automation-practice-form
Use the RegTestPlan.md file as the single source of truth for all test scenarios and expected behaviors.
Generate or update a Playwright test file named reg.spec.ts inside the tests folder.
Task:
- Use Playwright best practices
- Use test.describe and test() blocks aligned with each scenario.
Expected behavior
- Folder and File should be created.
- All Tests should be in the file.
Actual behavior
Chat shows the file name reg.spec.ts and text like:
"I generated a comprehensive test plan for you with all steps and everything."
But there is NO FILE has been created.
When I click the file name on the chat it's nothing.
