Disable jumping into the cpp file on create definition #11104

If you are in a header file that has functions that are not yet implemented in the c++ file, i can create the definition from the header file, but it automatically jumps in the c++ file, it would be a good idea if the create definition action could be split into multiple actions, one with jump to the new definition and one without.
