Starting with Ubuntu 24.10 the proper place to put max_user_watches is in /etc/sysctl.d/ instead of /etc/sysctl.conf. The method used on Arch Linux applies here too.
Note that the steps provided in the current instructions will work, however on rebooting Ubuntu the default value will be restoed.
