Add a button in prompt to check logs in case the selected interpreter is invalid

Often the user is lost as message in the prompt does not indicate why the selected interpreter could be invalid:

Providing logs could enable users to solve the problem themselves. For eg. #20637. Similar to #18209.

Steps:

Select an invalid interpreter:

• Use Python: Select Interpreter command
• Click Enter interpreter path and enter an invalid value.
• The prompt that is shown should have a button to open logs.
