Warning about installing packages into global environment when installing venv #24813

Description
While trying to set up dev for this repo I ran into this error. I think it's warning me about installing venv into the global environment, but that's normal and fine isn't it?
The actual warning showed up while python3 -m install nox was running after the environment was activated, which was a little confusing as I think the change it's referring to happened 30-60 seconds earlier
