Can't use Vim plugin normal mode while editing a .ipynb file

Steps to cause the bug to occur

1. Install the vscodevim plugin
2. Open a notebook file and start editing.
3. Hit escape to enter vim normal mode

Actual Behavior

Exits the current cell.

Expected Behavior

Enter vim normal mode

• VS Code version: 1.39.0
• Setting python.jediEnabled: false

Sorry but this isn't supported at this time. VS code extensions don't load in the notebook editor.
