Starting jupyter fails due to failure in activation of environment

1. open vscode.. doing some work having nothing to do with python
2. run jupyter lab and run some python code
3. close the tab but keep the cmd in the background
4. open a .py and try to active the interactive windows

The following error appered:

Executing code failed : Error: Activating Python 3.7.3 64-bit ('base': conda) to run Jupyter failed with Error: StdErr from ShellExec, The process cannot access the file because it is being used by another process. The process cannot access the file because it is being used by another process. The system cannot find the file C:\Users\liqia\AppData\Local\Temp\conda-27943-26457.tmp. The process cannot access the file because it is being used by another process. .

solution: reload vscode can solve the problem. sorry that I forget to copy the console outputs

This is a bug in conda, and not something we can fix.

The workaround is to just try again.

If we know it needs to be tried again, shouldn't we do so in our code?
After all we are the ones execution that block of code

You mean special case conda failures and parse the error for file in use?

Yes. I think we should add telemetry to see how often this happens out there (with users).

Also we know this has failed for a number of users in the past which is why we came up with a better solution in https://github.com/microsoft/vscode-python/issues/8928 (to address DS clients being impacted with starting jupyter)

Telemetry has been added, and the way we start notebooks has changed as well.
