Allow to send arguments to jupyter

Description

Today I faced an issue where I had to start jupyter with an argument. the vscode would fail to start becasue I was a root user and for that it needed the jupyter be called with --allow-root .
However I couldnt find any settings that would allow me to set this argument for example for jupyter startup.
So it would be much appreciated if you could add this capability as well and allow for command arguments for jupyter.

This is actually a dupe of https://github.com/microsoft/vscode-python/issues/8698 where the user will be able to specify the command line for jupyter.
