Thanks for the bug. We need some information in order to figure out what is going wrong.

Where did you create the environment? What type of environment is it?

(User)/Anaconda3/envs/(ENV NAME)
Note - One thing I did that is , I named env , reg-dev-dev, then vscode couldn't identify, after I renamed it by only reg-dev, then vscode identify it

In order for an anaconda environment to be found, you need to restart VS code. That's this bug here: #8508 which has been fixed in our preview bits.
