This PR removes an unused V8 error event handler from the UtilityProcess class to clean up the codebase.
- Removes V8 error event listener and associated telemetry logic
- Eliminates unused error handling code that was listening for V8 errors from the process
- Cleans up telemetry types and event logging related to V8 errors
