Pull Request Overview
This PR reorganizes the CODEOWNERS file to improve structure and add additional ownership assignments. The changes group related code ownership by architectural layers and add many new specific ownership rules.
- Reorganized entries into logical sections with clear headings (Base Utilities, Base Widgets, Platform, etc.)
- Added numerous new ownership assignments for previously uncovered files and directories
- Improved comments and structure for better maintainability
