currently, the claude tool does not use the plan widget, while CLI agent harnesss does.
migrate over to use the plan widget for the claude harness as well.
verification steps:
- in agents window or claude agent in vs code panel, swith the mode to
Plan mode in the permissions picker
- ask it to create a plan
- note that it uses the plan widget now!!!
