Installing SSMS returns error 1626

Brief description of your issue

Trying to install / update Sql Server Management Studio using winget always return error code 1626 right after windows asked permission to execute the client.

Steps to reproduce

winget upgrade Microsoft.SQLServerManagementStudio (both as user and as administrator)

Expected behavior

Should update the existent version like it does ins the manual installation process

Actual behavior

Installation always fail with code 1626

Environment

Windows.Desktop v10.0.22000.194
Microsoft.DesktopAppInstaller v1.16.12653.0

SSMS error 1626 indicates that a function was not called due to one or more prerequisites failing. I know this can happen if there is a reboot pending for the machine you're trying to install SSMS on, especially if some other application installation returned the error code 3010 - Installation successful pending reboot. I believe that SSMS also requires a few of the Visual C++ redistributables but it attempts to install those automatically. If installation of any of those fails or it is missing, I would expect that error 1626 would be thrown there too.

SSMS installs and upgrades normally for me on both a clean VM and in Windows Sandbox (Output from installation + upgrade); If you try rebooting your machine and that doesn't allow it to upgrade, I would suggest using winget --info to find the directory where the logs are being saved and attaching the logs of the failed upgrades to this issue

Did you use a different locale when setting it up initially? From the logs looks like it is reporting that the pt-BR locale was the original, or what your machine is set to

Pt-br is my systems language in this case

So in this case winget is trying to update using the english version and giving an error?

Can you successfully update SSMS in a non-english system using winget?

Did you install SSMS originally via winget or another method? We aren't shipping the pt-BR installer right now, that may be part of your problem.

I booted up a VM, set the locale to be pt-BR and then installed a previous version SSMS through winget, and it seemed to install fine (noting that it did install the English version since there is no pt-BR version listed in the manifest and en-US is the defaultLocale listed). I then tried to upgrade tothe zh-CN version as latest and got error 1626. Then running upgrade to en-US latest worked fine.

I think the issue here is that the original installation wasn't the ENU version

Tried to install again using winget (user mode), and apparently everything fine this time.

Will this solution continue to work in future releases?
