Thank you for your input @K232 and @ktoliver. This may be a difference between VS Mac and VS 2019. The steps were based on VS Mac and the original reference to the Web API Controller Class is correct in this environment. There may be a broader work item to ensure the steps can be followed more easily in both VS Mac and VS 2019.
