Updated Bootstrap to address a security vulnerability noted in this alert. I've also updated a number of other packages to keep the overall project up to date and cleaned up some unused variable warnings.
Note that I've left Bootstrap at v3.x rather than upgrading to 4.x as due to breaking changes in Booststrap 4 that would require an larger UI overhall. I've also left Owin at v3.x to avoid breaking changes in token handling in v4.x
