Minimal Extension for Continuous Integration Testing

This is a minimal Python extension that includes numpy headers. It may be extended in future. It's purpose is to be included in:

• python-conda-travis
• python-conda-appveyor

in order to test building extensions with Miniconda on those continuous integration platforms.
