logging now uses the Python logging module and will go to stderr or
syslog

syslog is always logged at level INFO

stderr depends on the -d argument which is now cumulative: default is
WARNING; first usage is INFO and second is DEBUG

-p and -i options are now range checked for a sensible range of values
