feat: add LTI tools for LTI APIs in edX

Description (What does it do?)

• Adds the LTI tools to provide API usage for LTI options in OpenEdX
• The new lti_tools will wrap the request calls for api/lti-user-fix
• For now, we will only be using our custom API from feat: Add LTI utilities app (Bad user fix) open-edx-plugins#652 to handle duplicate emails for users created via LTI

How can this be tested?

• This will be tested along with fix: Fix LTI based duplicate email users mitxonline#3098. You will need to install from this branch to test the working of this package.
