Instead of waiting OTA update of on-device libraries, this PR carries platform specific libs in .app.

@PeggieLu I've invited you to join the MLC GitHub organization. You'll need to accept the invitation. Once you do, you'll have Write access to this repo and can push the commits to a direct branch of this repo to properly trigger CI/CD.
