I think we might consider overwrite it in some cases. Maybe let's add an optional overwrite param (can be False by default)

- rename the current template to state that it's a function template
- modify the template to Jinja2 format to enable rendering by the CLI
- create a new template for module
README.mdfile to describe and demonstrate usages of the existing command.
