MF6 support for multiple instances of the same package

Some packages can appear multiple times in the same model, others can not. This information is currently hardcoded in flopy. Instead of hard coding this information, it will be read from the dfn files. Packages that support multiple instances in the same model will contain the following line in their dfn file:
