Distinguish STO package types? #229

@deltamarnix and @JoerivanEngelen suggest either
a) splitting the storage package into distinct packages, one for storage coefficient and one for specific storage, or
b) distinguishing these two forms by introducing a separate parameter to the existing package (e.g. sc vs ss)
