by "the documentation", we mean the actual Docs page for these sample apps, yeah?

Ah, yeah, but Kyle informed me that we probably won't have a docs page for some time, so I actually removed this from the PR template in the artifact repos. I should have removed it here, too. Updated.

Expand the README here with information about the development and release process. Add an issue template for developers who need to file issues about the sample apps.
