It turns out that we were accidentally doing half of this already - because monitoring heartbeats don't use the executor layer, they don't gossip cluster time to the server. Unfortunately, that also means we can't assert in test code that the commands sent don't contain
$clusterTimebecause it's not captured by normal event machinery.This PR adds the suppression of cluster times coming from the server on monitoring hellos and the new prose test described.
